While crossing the Westmorland Street bridge from south to north at 8:12 AM on Friday October 18th, 2013 while glancing over my right shoulder to change traffic lanes, I caught sight of an object moving slowly from the southeast toward the northwest that seemed to be glittering. As there was light traffic I had the time to observe this object about 7 seconds before it disappeared into the low level cloud. At first I thought it was the reflection from an aircraft but I watched it long enough to determine that it was definitely not. It appeared transluscent with brillant flashes occuring inside what appeared to be a quartz shell. The flashes were brillant as comparable to the sparks from an arc welder and they were occuring in extremely rapid succession throughout the interior of this quartz like object that had an irregularily shaped form. It was travelling very slowly and there was heavy cloud hanging very low over the city. This object stood out because it flashed bright light as it travelled beneath the cloud cover just above the level of buildings. The brillant light could not have been a reflection from the sun due to the extremely heavy cloud cover nor were any heavy duty lights being used in the area at this time of the morning. The object vanished into the cloud.
