I was taking my fiancee to work in Paulding, OH. I observed an object slowly traveling North to South. The object was brighter (bright white) than a planet at night and larger in apparent size. It stopped periodically and hovered (observed about six times in 30 minutes @ about 1 time every 5 minutes (timed)). The object was flying behind the clouds, as light was shining through the clouds, and the object was casting light onto the clouds. I observed the object for about 38 minutes. Approximately halfway through the observations (about 15 minutes in) the object flashed bright white once (about 7.5 minutes into the observation). This object was inside the atmosphere. I could observe this because: A.) It cast light onto the clouds and B.) when we initially left for Paulding it was dark outside, however, by the time we got to Paulding it was light out and all the stars/planet(s) that were visible were no longer visible; the object still remained just as brilliantly lite up. When I stopped, I couldn't hear any sounds of a plane engine or of a plane's movement. Just as quickly as the object appeared, the object disappeared into the distance(Southerly)(out-of-sight in about 1-2 seconds). This object moved slower in the sky than a satellite or the space station, but faster than an airplane. My fiancee was sleeping at the time in the car, I tried to wake her but she doesn't believe in UFOs and refused to even look (I think she is scared of them).
