Summary
Witnessed 3 white or amber lights appear slowly from nothing then all 3 flew away at high speed, one at a time. Then a red one appeared from the exact same spot moved west for 2-3 secs. Then back east then gone.

Sighting Details
Sitting in Washington park in Phoenix, Az. At about 2135 hrs I saw a series of white/amber lights appear in the south eastern sky. My view was I obstructed and the sky was clear. I continued to watch that location and for a period of approx 20 mins. And during that time I witnessed a total of 4 events. The first 3 were identical. Bright light appears in thin air moves slowly west for 1-2 secs.then moves west slightly angled up. The speed at which they moved away was incredible. After the 3rd light moved away, a period of approx 3-5 mins passed and then the 3rd and final light appeared in the same spot. It was bright red, much brighter than the first 3. It then moved west 1-2 secs did a very tight u-turn and went back into the space it appeared from, and disappeared. I waited another 15 mins but saw no further activity.
